Under Climate Investment Funds’ Accelerated Coal Transitions (CIF-ACT) Program, WOLCOT grant mechanism aims to foster women’s climate leadership and effective participation in the design and implementation of coal-to-clean transition strategies and plans. The program is complementary to the 2.1.b ETM grant: Just Transition in Coal Regions.

WOLCOT envisions its support will help to amplify the voice of women and disadvantaged groups in communities affected by the transition to articulate their priorities related to transition and receive direct funding for activities addressing those priorities; and translate local needs and preferences into inputs to the design of investments and policy documents (transformation strategies, economic and social development plans) supported under CIF-ACT.

First phase of WOLCOT grants prioritises the countries that are preparing Investment Plans under CIF-ACT: Indonesia, India, South Africa and Philippines, Dominican Republic and North Macedonia. - Canada’s total CAD 15 million funding to the program has been fully allotted to the World Bank in 2021 and the contribution amount has been pro-rated for Indonesia following the CIF ACT calculations.

For Indonesia, the WOLCOT grant is divided into two parts:

1.) Two small USD 150,000 grants were allocated to for the World Bank, and Asian Development Bank in August 2023 to conduct gender-focused stakeholder mapping on just energy transition projects and conduct various analytical and capacity building activities.

2.) One or two larger grants with the total available budget of USD 3.2 million will be disbursed in 2024-2025 for support to women-led coalitions. Expressions of interests for these grants are planned in August 2024.
