DESCRIPTION

The overarching objective of GESIT is to contribute to a Just Energy Transition and the decarbonization of the Indonesian economy through the promotion of skills for and employment in green jobs. BMZ has made EUR 1.5 mio. available to extend project activities specifically for promoting employment in green jobs in the electricity sector to support a just energy transition.

The support is implemented through four main components:

  • Policy framework for promoting green jobs
  • Inclusive upskilling and reskilling for green jobs
  • Subnational piloting (East Java, East Kalimantan, Riau Islands)
  • Coordination and monitoring at national level

Specific Focus:

Piloting and scaling up demand-driven and inclusive training modules for upskilling and reskilling the workforce and promotion of employment in green jobs in the energy sector to support the expansion of renewable energies and a Just Energy Transition in Indonesia. This refers to the CIPP (p. 123), “the energy transition can only be successful with a skilled and competent workforce that can power the growth and development of the economy sectors that the country’s energy transition aims to promote”.

By supporting human capital development and employment promotion for the expansion of renewable energies with specific consideration of vulnerable groups and women, GESIT project contributes to a just transition. The planned activities can be linked to the future in- depth study no. 9 “Conceptualizing and Operationalizing Just Transition Standard No. 9” (JETP-CIPP Appendix 10.17).

KEY DELIVERABLES

  • National stakeholders in the electricity sector – such as the Ministry of Energy and Mineral Resources or its HRD Agency – have developed at least one strategic document and 3 national guidelines for promoting employment in green jobs related to the energy transition.
  • 400 persons (30% women) have completed a qualification measure for employment in green jobs related to the energy transition.
  • 20 TVET institutions have integrated initial training, upskilling or reskilling modules for employment in green jobs related to the energy transition into their TVET programs.
  • 5 inclusive upskilling measures for employment in green jobs related to the energy transition were piloted.
  • 3 initiatives to promote employment in green jobs related to the energy transition were implemented by multi-stakeholder partnerships at the subnational level, 1 of them with a focus on promoting gender equality or social inclusion.
