DESCRIPTION
The OECD CEFIM programme aims to strengthen domestic enabling conditions to attract finance and investments in renewables, energy efficiency and decarbonisation of industry (clean energy) in emerging economies. CEFIM currently works with Colombia, Egypt, India, Indonesia, the Philippines, South Africa, Thailand and Viet Nam.
Canada is providing a CAD 5 million voluntary contribution to the OECD for the programme.
As part of the programme, activities to support Indonesia in unlocking finance and investment flows to achieve clean energy targets and sustainable finance goals are expected. The programme draws on extensive stakeholder engagement and has, in the past, provided tailored recommendations through the Clean Energy Finance and Investment Review of Indonesia, as well as a range of capacity building and implementation-support activities. CEFIM’s activities in Indonesia are complemented by regional peer-learning activities.
Following the recommendation of the Review to consider a more integrated approach to training programmes, the OECD CEFIM Programme annually organises a Clean Energy Finance and Investment training programme together with the Ministry of Energy and Mineral Resource's (MEMR) HR Development Agency and the Financial Authority Services (OJK). Renewable energy and energy efficiency project developers, policymakers and financial institutions regularly participate in the training, which has been held for the past three years. A fourth edition of the training series is anticipated to be planned for October 2024. In the final year, potential local trainers will be identified and trained to continue the programme.

KEY DELIVERABLES
● Study and a knowledge-sharing workshop on guarantee instruments for renewable energy projects.
● Preliminary study on financing structures for difficult high-risk low-return renewable energy projects in remote island areas.
● Preliminary study and trainings on Energy Saving Insurance (ESI) as a de-risking instrument to unlock financing for energy efficiency projects.
● (Optional and TBD) Study and knowledge-sharing workshops on Transmission grid financing.
