DESCRIPTION
The project Clean, Affordable, and Secure Energy for Southeast Asia (CASE) aims to drive change in the Southeast Asian power sector towards an increased ambition for climate change mitigation. The programme focuses on the four largest countries of the region in terms of population: Indonesia, Vietnam, Thailand, and the Philippines which represent nearly threequarters of total power generation in Southeast Asia, and account for about 72% of the region’s GDP and 82% of its population.
Five output areas have been defined to reflect key elements that are required to achieve a narrative change and drive the energy transition in the power sector:
1. Research Clean Energy, to provide evidence-based for an informed energy transition.
2. Transparency, to maximize synergies, ensures efficient allocation of resources and allows better tracking.
3. Build Trust Dialogue beyond the energy sector. to build trust and ownership and engage them in the energy decision-making process.
4. Provide Assistance through technical assistance to strengthen the capacities of energy stakeholders in the region; and
5. Good Communication to back the public’s opinion, provide better information to the public and contribute to turning the energy debate into a political topic owned beyond the specialist.
CASE is implemented on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK) from 2020 to 2027 and is driven by strong regional cohesion. The implementing consortium is made up of seven organizations led by the German international cooperation and development agency GIZ GmbH, two international and four local expert organizations. In Indonesia, CASE is implemented mainly by GIZ, IESR, and Directorate of Electricity, Telecommunication and Informatics, Ministry of National Development Plan/ Bappenas.

KEY DELIVERABLES
• In 250 different occurrences, public stakeholders have directly referred to evidences developed or supported by CASE
• 6 studies per country and 6 studies at the regional level are produced.
• 3 tools are developed in regional level
• 50 institutions have provided information on their activities related to energy transition in SEA to the stakeholders mapping tool.
• The mapping and knowledge platform was visited/downloaded/shared 600,000 times.
• 25 governmental (or public) bodies outside the energy administration have stated that they have a better understanding of the power sector transformation needs in the context of the Paris Agreement or of the energy transition opportunities.
• 30 statements of at least 15 governmental (or public) bodies outside the energy administration request the energy sector to move towards an energy transition.
• At least 30 CSOs and NGOs from the region (excluding the consortium members) have taken part in training/workshops related to the energy transition are hosted by the local experts’ organisation partner in the programme.
• National energy transition dialogues are established regularly in at least 3 countries.
• Relevant policy and regulatory institutions of the energy sector have taken part in 60 expert workshops, trainings, public hearings or similar related to policy or regulatory framework supporting the energy transition organised by the programme
• Energy administrations of Indonesia, Philippines, Thailand, and Vietnam handed in 8 draft policy related papers (e.g. energy strategies, laws, decrees, decisions, regulations or equivalent) for an increased energy transition to the decision-making authorities.
• Technical academic institutions which have participated in training, events, exchanges organized by the project on essential energy transition topics.
• Due to the resources delivered by CASE, every CSO of the consortium has leveraged additional funding, for at least two years after the end of CASE, for sustaining activities in favour of the energy transition at national and/or regional level.
• Public campaigns to which the programme has contributed, including with including in – social – media promoting an energy transition in the partner countries are reaching 20,000,000 people.
• Media coverage favouring energy transition has increased by 45% in the partner countries (aver-age over the region).
