DESCRIPTION
The project addresses regulatory, capacity, and financing gaps that prevent large-scale adoption of low-carbon buildings (LCB). Project interventions build technical and institutional capacity for city and state governments to contribute to national GHG emission reduction targets from building materials and operations, particularly from cooling; complementing regional and global initiatives.
Four strategies are employed to transform existing and new buildings towards carbon neutrality by 2050 or earlier:
- institutional capacity of governments is enhanced;
- technical capacity of industry and service professionals to deliver LCB is substantially improved through trainings and tools;
- financing is leveraged for efficient cooling and LCB through common metrics and innovative business models; and
- creation of market demand for LCB, replication of project tools and approach through systematic sharing of lessons, between project countries and globally.
The project will be implemented in Cambodia, India, Indonesia, Thailand, and Vietnam. It will be implemented by a consortium consisting of the Global Green Growth Institute (GGGI, consortium lead), Habitat, Energy, Application & Technology (HEAT), ASEAN Centre for Energy (ACE), and Energy Efficiency Service Limited (EESL).
The project will focus on capacity development, linkage with government green building regulations, and the creation of ESCO market.

KEY DELIVERABLES
- Standardized tools and systems for managing carbon emissions from building sector, including: (1) Building Carbon Assessment tool and country emission baselines; (2) Building registry with Building Carbon Assessment tool; (3) Policy recommendations for net-zero building sector by 2050; (4) Regional platform with digital tools and OSS on building design standards; (5) Green procurement guidelines integrating BAT for efficient cooling.
- Key industry stakeholders in project countries have enhanced capacity to deliver low-carbon buildings, including: (1) Training on whole carbon assessment of buildings; (2) professional training program on low-carbon buildings; (3) University syllabus on low carbon buildings, sustainable energy management; (4) Training on sustainable cooling.
- Financial pathways established to facilitate financing for occupants, owners, and developers of low-carbon buildings, including: (1) Building taxonomy; (2) An enhanced Green Public Procurement with carbon performance standards; (3) Green Finance Network; (4) Pipeline of bankable certified low carbon building projects using Building Carbon Assessment tool and building taxonomy; (5) Policy and market conditions assessment for readiness for on-bill financing and SME ESCO for EE.
